New version for LoH
Adjusted weights for strategy picker so fits better with the mixed AI team.
Also added some market/trade/tribute rules that work with other non-bandit AIs.
Will release full changelog for version 45 when I release a non-LoH version very soon with separate options for optimised play and a fun mix.

Had some delays due to some urgent personal matters arising (all good now thankfully!). Will keep working on this and add changes for the upcoming expansion but mindful Leif wants to get this season of the ladder finished asap, so here is where Bright Spark is at right now - see attached
