It only walls for particular strategies. I think the Byzantines, Mayans, Koreans, Britons, and Japanese have walling strategies, with the Byzantines having the highest chance of walling by having multiple defensive strategies. Walling can often be damaging to AIs, as they may occasionally wall themselves in or away from resources, so many custom AIs avoid walling when possible.
