Updated to v0.12a

-Small improvements to LN start, should now be more adaptable to bad TC placement.
-Resign rule at 20 minutes slightly adapted :blink:

-Escrow bugg in post-imp fixed for several civs.

-Bengalis, Dravidians, Gurjaras improved.
